It’s currently vacant and needs 20-30k worth of work to be completed tenant ready.After monthly payment, insurance, tax, and utilities that I would have to pay the expenses are around $1700 / month.It’s a B - neighborhood but lots of new houses going in all around for 300k+.

Our insurance covers lost rent (but not the utilities during the untenable period).  

A new voucher to move won't be issued to the tenant if they owe the landlord or a utility company.

At least you have a rehabbed unit and have collected most of the funds owed you.It is worth noting that your friend might not be able to get utilities in her name, if she has poor credit.  

I ultimately ended up purchasing closer to home (utilizing parameters advised here). 

I like sites with extensive FAQs and education because I'm a knowledge junkie.

Perhaps it wants to win PR points with the local water utility.

This way the funds can be applied to unpaid rent, utilities, cleaning, and repairs regardless of what caused the expense.

Know what you are required to pay above and beyond your bid like taxes, utility liens, buyers premiums, etc.

Personally, I've never heard of paying utility bills one time during the year.
