I even had a company come out and pump smoke into the main sewer cleanout in the basement to see if the smoke came out of a wall somewhere, but it didn't.

Things like hard-wired smoke detectors and emergency flood lights on every floor of the front and back hallways are required.Also, and this is HUGE, call the DCA (state gov't dept that issues the green card) at 609-633-6232 and check to see if there have already been fines levied against the property AND owner for the violations.
