If a realtor is calling you then the sellers have already signed an agreement with him, with his broker actually if you want to get specific.

Unfortunately many don't - they end up messing over Sellers, can't / won't close on the deal if they can't find an end Buyer. 

The shift likely won't be as drastic, but there will be a shift.Nobody really knows how the market is going to react to school starting this year - buyer and seller behavior has been a little bit different than in previous years so we might see something totally unique this year.

Every seller claims to have "great rental history" and "low vacancy rates"  but I am wondering if this is true in an area with a declining population and what seems to be a saturation of multi units on the market.. 

While there will always be distressed houses, motivated sellers, foreclosures, HUD homes, and even discounted retail homes, you have to watch the trends and learn how to utilize the opportunities at hand.

Don't sweat it.... if the seller is interested in your offer, there's a VERY good chance you'll receive a counter-offer and have the option to accept, counter, or walk away.
