I'm conservative on income with any pro forma, I usually hit expenses very closely or as budgeted, I allow for a disater and vacancies, experience is closer than a guess, but going with a rule of thumb is better than nothing if there is little experience in that market.From an economic stand point, looking at opportunity costs for the use of funds, money needs to meet some threshold, I believe it's better to look at it at a fixed rate required rather than allow market rents to dictate a basic return to be expected.

I also agree with the previous comment to check with zoning and make sure you are up to local building code with anything you decide to do in a basement.
