The tenant with the thermostat must be told - in writing - that the temperature should stay within a certain range to ensure the second tenant gets the appropriate amount of heat.You can also look into installing a "smart thermostat" like Ecobee and setting limits to the hit so tenants can't put it above/below certain threshholds.

I don't know the stats of houses you are thinking of buying but it needs to rent at the maximum of that range or you need more down payment, also assuming there is no HOA cost.

I just bought a condo on St Aug Beach, and SFR on the beach is way out of my price range, and maintenance at the beach is huge for SFR.
