If there is nothing specified in the lease then a 28-day notice is sufficient. 

Maybe owning in the 5-10 house range but does not matter.

Otherwise, other un-repaired items I would not characterize in that way and don't know if there is cause to terminate for un-repaired leaks as an example where I give notice and wait sufficiently and it goes without repair. 

You shouldn't have a problem getting financing in the 6% range.

Most homes in lower end areas of these locations I mentioned where you could potentially acquire in the $400k range would not rent for more than $3500 so you would certainly be cash flow negative.
