You gamble will be in affording the place until you get them rented.

I'm guessing this might be different from state to state, but in Texas quitclaims aren't recognized by title company as a valid transfer of ownership.

The housing authority did recognize it was them that made the mistake and they did end up granting her the "Reasonable Accommodation".

Don't think it's worth the gamble now to do un-permitted work. 

I added value by recognizing the high appreciation of the property as well as seeing its potential in producing cash flowing Rental Income.

Also, kicking her out and finding another gambling on another one is going to cost me more.

If you can save on the build to do a 4 bed vs a 5 bed and you’re only making $100 less per month, it may be worth doing a 4 bed (do your due diligence and run the math to know for sure).Also recognize the time it takes to build.
