Any judge will admit, the expert in the room is that agency, their job is then, at best, finding and equitable solution or appropriate sentence. 

Right away I noticed that a couple was living in the living room with blow up mattresses and a  child, another couple with a kid, and a dog were living in the spare bedroom, which explained the dog turds in the yard.

Hello,I just bought a house and was thinking of renting two of the other rooms.

Additionally if the walls only needed to be painted in one room then you can't charge a depreciated value for repainting the whole house just that one room.  

If it's old and going to cost me almost a grand.

Will have to add a laundry room as well.

Clearly there is room for increased rents but is he really getting $40/unit?

usually tenants at those price points are used to using room units and won't pay extra to cover your HVAC expense in a Class C rental

There seems to be room for improvement on both sides.
