Are you including everything (design/ engineering and permitting costs, utility tap fees and connection, site work, foundation, framing, plumbing, electrical, HVAC, interior and exterior finishes, landscaping, construction insurance, etc)?

Landscaping for curb appeal.Need to rehab the remaining 6 units and paint/update the exterior over the coming 24 months.

I own a landscaping business with several dump trucks and trailers none of which has ever been to my rental.

I was wondering if anyone had recommendations for some landscaping that will add a splash of green without requiring frequent maintenance in desert cities.

Forward them the letters so they know you aren't making it up and then have them sign an addendum to your lease that states if you get another letter from the HOA that you the landlord will hire a professional landscaper to come and mow the lawn at the tenants expense. 

I easily spent a few thousand just on landscaping. 

My concern with interlocking vinyl would be joint expansion consistent with Hot water hitting it but not equally.

I know that in some areas there are landscape designers that will do this.
