I think it would make sense to have a starter kit, and then communicate to the tenant if they are responsible for replenishing it.  

In all communication with the current landlord and the tenants stay away from any reference to family size.

I understand that this is a public forum and not necessarily typical professional communication, but if a wholesaler wrote me in that format, my immediate reaction would be to strongly doubt his professionalism. 

Also You will want to collect everything you can before close - tenant communication logs past applications maintenance histories.
