A townhome that cheap should cash flow and shouldn't be too difficult to beat the One Percent Rule. 

The cheap glue up PVC ones suck.

They have been in the black only bc I bought them pretty cheap and get almost 2% rule.

Furniture, pictures, throw rugs, etc  covering walls and floors.  

In one small town in NC, there is a casino being constructed in an area with almost no STRs, it's still 2 years from opening, but what people don't realize is that because of the lack of hotels, and the size of the projects, contractors have no where to stay, two of my clients have bought very cheap housing in the area, modestly furnished it, and have better ROI than almost any other investment they've ever had. 

So even if the appraiser did use some of the 4 unit buildings to measure against yours the adjustments the appraiser would be required to use would throw the value off too much.
