I recently relocated to Washington DC from Montclair NJ where I was house hacking a 2-family.

If you go to google and type in "real estate attorney" you'll find multiple offices that are rated 4.5-5 stars sprinkled through out the southern MD / DC / No Va area. 

I went back to the seller and offered 275k cash w/a 30 day study period, no other contingencies, he countered at 290k and I accepted.

How about teaming up w/ a local investor to see if you can shadow him/her and help them make money.

However, in my state (WA), and in most State's, County recorder's primarily check documents for proper form.   

Likely not in DC based upon those numbers.It sounds like you don't have an enforceable contract at this point... so start focusing on that.
