Also wanted to buy this property as it was a board up directly across from my first investment property so by improving it I helped the neighborhood values and keeping the area up.

What if no other insurer will provide a new policy, but my lender requires full ongoing coverage, and would treat a naked situation as a default, meaning immediate loan repayment or foreclosure?  

So is it better to keep ‘em, kick em, or pay em?

I'd say that in your scope of work to make sure timelines are a part of it as well, and that you make it a goal of yours to never have the house "empty", meaning there's not a day that a worker of some sort isn't scheduled to be in there.
