Even when subsequent neighbors had their speakers on the carpeted floor, the noise coming through the ceiling was much less (and tolerable).I keep a supply of noise-reduction ear plugs on hand.

Then, put something in writing that is a receipt, but that also tells him no more work is to be done, and no more rent reductions will be approved, is my advice.

If the problem is really bad, I would be willing to say consider a "car wash allowance" of say $10 a week which translates to say $40 a month of rent reduction...to me is easier than a car frame or self car washing.Speaking of particular tenants, I once had one who complained that her cell reception while inside is 2 bars instead of 4 bars as if this is something I have any control over.

See if they would prefer a rent reduction to hang in there while repairs are made or see if they prefer to be put up for a few days.
