I am having trouble structuring the deal because the lot is zoned RLC which has a condition that states that only a law office can be built on the property. 

Track down the city office responsible for the matter.Often, administrative actions go through the municipal court or fall under ordinances that give court orders, those orders may include no trespassing.

I would never do commercial real estate (retail, office space, warehouses) because of the recession risk.
