We bought on foreclosure from a bank. not much negotiating because it was an auction.

Interest is low on the house and has a great cash flow, always has been.

If the seller or seller's agent is forthcoming with any information related to missing Certficate of Occupancy (CO), you can potentially negotiate based on the work needed to obtain property COs and permits. 

I have wholesaled properties like this in the past, but I'd like to keep this one for myself if possible. 

I have done this in the past for guys that got nailed in the states they were working in  Mississipi for one.
