It has been recently introduced and is supposed to put a cap on the cost to install utility hook ups for new construction and ban hedge funds and corporate entities from buying single family homes in California):SB 1210"This bill would, for new housing construction, prohibit a connection, capacity, or other point of connection charge from a public utility, as defined, or a special district, as defined, for electrical, gas, sewer, or water service from exceeding 1% of the reported building permit value of that housing unit.

If it involves any need to extend the line or relocate a connection etc, then no it's not reasonable and I'd expect to hire someone to do it...ideally the service provider's crew. 

I've done a few dozen flips, a couple spec builds, bought and sold 3 short term rentals, bought and sold 2 long term rentals, and bought and sold a few commercial deals.I love what I do but the lately I've been craving adding something else to my plate that is more service based (but still related to real estate).

I would never advise any of my clients to cash out a 401K. 

Like any service based business, you're going to encounter a variety of types of fee structures.
