If the numbers make sense, you could try renting it for $X plus utilities and then bill them separately each month for another $150 to cover the utilities which are part of the HOA.Reality is that is about $100K of mortgage.

Anything where if the tenant fails to pay, you are stuck with the bill....you pay and charge the tenant (ie get reimbursed).

Saying it's a utility fee could get you in trouble, as most states have rules for billing back utilities.
