@Matthew KreitzerTypically speaking, if you are using an LLC that has no legitimate business purpose you are most likely going to run afoul of what we attorneys call the "alter ego" doctrine for piercing corporate veils.

Study that case that Rick mentioned- State of CA v Aguayo.I think in that case (State of CA v Aguayo) one of the State's arguments was that when the defendants changed the mailing address to have the tax bills go to another address it altered the opportunity for the "property owner" to pay taxes.

Be very clear in what you are asking for.In case this is helpful, I ask for these fields in their report:Parcel Number, Owner's Name, Owner's address, Property address, Property Use Code (zoning), Assessed Value, Lot size, Delinquent tax amountMore often than not you'll find that they will not supply everything you need.
