I can agree with you on this.

Even if you are in a smaller market there are multifamily brokers that will service your area.My biggest caution to you (agreeing with @Troy Ramey) would be to make sure that you do not have any real estate agent or commercial multifamily broker exclusive to finding deals for you.

My tenant is three weeks late on rent, and he said he cant afford my place and has agreed to move out, however his word means nothing because he lies quite a bit, do I need to still file an eviction or have him sign a contract saying he agrees to move out in a certain time frame.

You can have it filled out on tenant estoppel forms I believe but only if everyone agrees which it appears they don't.

Agreed there are some good areas of the north side and some really bad areas.
