As far as wholesalers go, I've talked to a few of the very active ones in my area and they wont even touch someone using hard money right now.

I have bought a few rentals over the last few years and that is fine but I want to actively do more.

Here in California, you can check online to see if the contractor's license is active, if they are bonded, and if they have worker's comp.

Their lender says they can't underwrite the mortgage because there have been multiple title transfers and HUD rules say"no pattern of previous flipping activity for the subject property as evidenced by multiple title transfers within a 12 month time frame".How to other wholesale deals get around this issue?

I would network like crazy with some of the commercial agents that are active in your area with multifamily, let them know what you're interested in and see if they can connect you with some seasoned MF investors.
