The current tax rate there is 13.42% (general excise and transient accommodations taxes) and these get passed to the guests.

Blame the hotel owners all you want but this action was brought on by the massive amount of complaining neighbors who were suffering from the constant late night noise,overflowing trash cans,and parking situations caused by the occupants.The tourists would back to the homes after midnight and make a ton of noise or even throw all night parties keeping everyone awake.Isn't that strange that only guests in Anaheim are that bad, noisy and dirty?

I recommend you talk to HUD or an attorney for assistance but I'm pretty familiar with the issue and you probably should allow the guest to visit.
