No matter what, the tenant can leave pretty much whenever they want and it's probably going to be time & cost prohibitive to attempt to enforce the lease on them vs. just re-renting the unit and moving on.

If the prices are reasonable it makes sense for me to hire a pro rather then attempt to recreate processes that work (also I have little to no experience with Globiflow).Thanks and I look forward to some recommendations.

You can try to acquire phone numbers for the list and attempt calling them up or getting their emails and sending a drip email campaign (which is also a lot cheaper) and see how the response rates compare to direct mail.

I'm in escrow on a 4 unit building and the occupied units have no rental agreements. 1 of the tenants is delinquent 5 months and the seller clearly has not made attempts to evict.
