We are wondering if we add an extension to the house what type of permits would we have to get and possibly if anyone is familiar with how much the permit(s) may cost in the Sacramento area.

What do the #'s look like?

Typically you would take the property to the existing mortgage(s) and cash the borrower out a portion of their equity ( if they have equity ) for the deed conveying ownership and resume paying the mortgage. 

Not super warm during the winter, but plenty of days in the 60's & 70's and overall great weather. 

If the seller wants to raise the rents to justify a higher price, s/he can do that.
