I'm preparing to take a tenant to small claims court for unpaid water bills in Baltimore City.

After we purchased the property, there has been water leakage and part of the ceiling came undone as well as the AC stopped working.  

AND as long as individual power and water meters.  99.9% chance this is all illegal and only one power meter and one water meter which makes it difficult to rent to 3 different tenants. 

"Unless caused by Landlord, Landlord is not responsible for Tenant, Tenant's occupants, family, or guests for any damages, injuries, or losses to person or property...".

The lease includes an itemized list of utilities including Water/Sewage, PG&E and Wifi.

Owner pays water and landscaping.

4.Did they, or is it anticipated, that they will get their full damage deposit back?

Owner pays water bill up to a certain amount. 

However, there are some other forms I need to be pointed towards.I am in need of a move in/move out a checklist, so the tenant can make a note at move-in of any concerns they have regarding the condition of the premises and to establish responsibility for any damages at the time of move out.I also need a rental application. 

From your experience in the Phoenix market, how much do you usually budget for electric, water / sewage, and garbage on a per unit basis?
