I'm actually taking a vacation to Phoenix X on the Floribama line in June and part of the reason for that is to check out the property/area.

Most sensors need to be connected to wifi and checked on every once and a blue moon.Is the best move to mandate in the contract that the tenant maintain those connected sensors and connect them to the wifi they pay for?

As far as why it takes time to scale - the most common slow down I see is the time it takes to find the next property that checks all of the boxes to be a successful BRRR with numbers that will work. 

A downfall of this process is the lack of tenant screening (background, credit, eviction checks) as far as I'm aware of.

The seller is tired, which means there's a very good chance the contracts aren't that great, the properties are not well managed, a percentage of the tenants may be problematic, etc.The income per door, per month is probably low considering your location and average rents.

I’d start with checking on their compliance requirements.  

I would check into Padsplit if your really interested in this type of approach.
