It's around 1000 and you do it at home at your own pace.If you find a potential deal, hire a home inspector (300-500 dollars) and follow him around to get an idea of what needs to be repaired.

i.e. after final punch list, after you've had all inspections from permits you've pulled, after the property is under contract and buyers home inspector inspects it (I assume that's too long to wait), or some other wayI am having contractors looking for payment before I am comfortable paying, so I want to know what recommended practice in this area is.thanks for any help

I see a lot of rehabbers prefer not getting the permit due to the fees and the contractor charge more due to they have to stop the work and wait for the city inspector to sign off before continue.

As for fixes, hire a house inspector, it'll be the best $300 you've ever spent, you don't want to bring in tenants and then have a major issue, it's probably unlikely for an 8-year house, but you can have that inspection ready just in case.
