I do not know anything at all about Florida building, but just so you know, in some states like California if you leave up one wall or some part of the original structure it is counted as a rebuild and the permit costs and property taxes are a lot less. 

Would that count as official if something happens to him financially?

Are traffic counts increasing on the streets around your subject property or decreasing?

Don't count on it.

Most investors here will tell you to throw the properties on 30 year mortgages for more cashflow and pay off eventually or when you reach the final unit count.

Got 12-13% cash flow not counting loan pay down.
