lets say you spot a deal on the block but there is no running water, gas is shut off, electricity is off …there is no way you can check plumbing, furnace, etc ..some REOs even say “seller will not activate utilities” …I think you could activate utilities in your name …but then how about all the outstanding bills that might hit you ?!

The main difference is the city can shut your building down if it has an illegal unit.

How about this, When an oil refinery does whats called a "shut down" they contract several companies to do all the work for that particular project.

If a property of mine is vacant and I'm still working on it, I will usually deadbolt the front door,  screw the backdoor shut, cut 2x4s for the tops of the windows so they can't be opened, and hide my tools in a closet or room that is out of view of the windows.
