The thing is that my fuel and toll expenses will go up since Newburgh is the only affordable area near the city and in NY state right now. 

It's going to impact those that can least afford it, even if they didn't take advantage of the situation.

These lists are stale, the homeowners on these lists have already been touched by so many other investors, unless you just luck up with perfect timing (which can happen), you are going to be frustrated before you get going.  

Yes interest rates are low and i'm currently renting a 1br in Bethesda, but can I hold off until i'm able to afford what I truly desire.

My guess is if you can’t afford the DP at this time, you won’t have any reserves.I’m pretty conservative with my numbers but that’s worked out well for me.Lmk if I can help you with anything else-I’m not a realtor but have been able to find 2 good deals this year.Good luck-Cj

They know that's a good deal and will likely stay if they can afford it. 

Also, again I want to make sure I can actually afford the multi-unit I get and not be stressed about paying the mortgage.
