You may need to keep asking for someone that knows the ordinance, before you get a person on the phone that can answer your questions.

So, my question is, what lists are flippers having the best success targeting?

You get answers to many questions. 

Since the plan is no longer to live in it, the question becomes what to do now, given the change of plan.

If you have a good deal, and can PROVE it with NUMBERS, no-one will question you on your experience level.
