That hill collapsed a bit and damaged his fence, pushing it over a few inches. 2) The fence still functions as a fence and works just fine. 3) The neighbor appears to be mentally ill, he texts me regularly demanding to know when I will do X, then Y, then Z.

yup definitely . would pick up a fix and flip under market . can be a condo, townhouse, apartment building etc . fix it up and either rent and refinance to hold or have an option to sell

@Jacob Zivanovich I think the strategy of not telling tenants comes from someone who is worried they won't be able to keep strict boundaries or have hard conversations to hold tenants/roommates accountable.
