The process for getting it properly inspected may require some breaking into drywall to access electrical or plumbing but in my opinion that should not be a huge deal provided its not overly extensive. 

The costs for repair are held in escrow until the contractor (you'll want one that understands the 203k process) completes the work and you sign off on it.

Follow the order's process to request the court/judge to get your money refunded since they never did any work. 

Even though we have previously rented out two of our primary residents, with a whole host of ups and downs, going through this process has been totally new in so many ways.

This ended in 2012.Condo conversion is possible, but if this property is in the Capitol Hill historic district, you may fail at the attempt, and the process with them could take several years.
