I've been through this with FHA but not VA, and I don't recall being charged for a second full inspection when the FHA inspector requested repairs/improvements and went back to ensure they were completed.

I would just be certain you fully understand the draw schedule and have clearly defined points at which draws will be paid as this will allow you to ensure you structure your contracts with your tradesman to ensure you are staying ahead of the money.
