Whenever you are buying a property out of state you should do a few things to ensure it's as smooth as possible.

However, even if I paid cash, I can still do my due diligence and get the appraisal to ensure it isn't a total flop - correct?

Seems like a decent go in terms of deal financing and ensuring the security of my first flip (that is not my primary residence) to make sure nothing goes awry.

It is more expensive but ensures you wont have issues down the road with tenants getting sick because it wasn't done right. 

I've been through this with FHA but not VA, and I don't recall being charged for a second full inspection when the FHA inspector requested repairs/improvements and went back to ensure they were completed.

WIth that in mind, ensure that there are adequate reserves in place for that unexpected bill. 

How do you ensure you are getting your units rented, and what property managers do you like? 

I would just be certain you fully understand the draw schedule and have clearly defined points at which draws will be paid as this will allow you to ensure you structure your contracts with your tradesman to ensure you are staying ahead of the money.
