The HOA won't even acknowledge that our 2005 Rules & Regs ever existed, won't provide us with updated Rules & Regs or even confirm whether a new version exists.

I replaced a furnace at a rental with in base model, I don't recall the BTU or efficiency off the top of my head, but it was $3450 so I would guess you are going to be upwards of $6500-8K depending on sizes.

You can certainly withdraw your offer - even if they signed it and you did not.It really isn't necessary to provide your potential mid-term tenant an explanation for your actions.
