In our area, 3% deposit will immediately go to Escrow, preapproval from local major lender is carefully contacted with verbal confirmation that the buyer stands out. 

Haven't done this and I'm sure where to even find the data, but I suspect it is out there, and I would expect you would see some clusters.

I have professional experience in construction and a ton of residential renovation contacts in the area, so I believe I have a leg-up on the rehab side.

@Shannon Sullivan - I have a good real estate CPA in Clearwater if you would like his contact info. 

I know the building code regulations can get tricky and there is little data in determining the average cost per square foot for a building made out of hemp, for example.

Most other banks I contacted, they offer Prime plus, which is at least 5% plus some 0.5% or more, which is similar to what they offer at 5.25%, but with their special offer at 3.99%, it seems very low.
