I'm a local so I plan to use that to my advantage.  

Consult Historical Zoning Information: Combine what you see on Google Maps with historical zoning data available from local city planning offices.

Should give you guidelines for properties and business plans. 

Move on, and avoid letting fear stop you from looking at opportunities to implement your plans.

Some simply care about the value, condition, and DSCR others will look at DSCR + Personal and Business Income and will use a global cashflow ratio.  

My plan involves paying off the first mortgage's judgment amount afterward.

It also depends on how many properties you plan on holding, renting,etc.

So I plan on going with the FHA 3.5% down and hopefully going for something in the 3-400k range in a neighborhood like back of the yards, mt greenwood, south shore but also open to other options.
