I have started my real estate education by listening to BiggerPockets podcast, reading posted articles, and I have purchased and started reading  several of the BiggerPockets real estate books.

I just don’t get why more people aren’t proactive about resolving it.

The 70% rule is simply used to quickly rule out properties that just aren't deals.

IF (big if) your numbers are right, and the HOA fees aren't outrageous, there may be a buy/hold investor type who could throw you a few bucks (a few thousand) for setting up the deal.

Good points @Brent Coombs, am definitly getting an education in what not to do, but it could have gone the other way also and sold out fast, when we subdivided there were 0 lots in the area to build on, and houses were being built on every available lot, so I took the chance that they would sell fast.

Commercial properties move slower and those brokers aren't touring their clients around to browse properties in the way that homebuyers do. 

The house has been winterized by HUD so the well, toilets, septic, electric, etc. aren't on and the lines are presumably filled with an antifreeze of some sort.
