I’d take it to $1500 and assess again next year. 

There are plenty of block that are still rough you can't sugar coat that, but projects such as the Pennovation Center and the Bellwether District are set to bring tons of new jobs and value to the area.

I'd sell it especially as it has a large lot and a pool (while some tenants love the space and pool, many are not prepared to take care of it). 

Here's what I'd want to do either way: I want to install security cameras on each property I buy and put them on a sim card plan so I can view my properties at any time.

Everyone else has mentioned the noise but I'd also be worried about water leaking from the top unit into the bottom unit.

I'd say test a few out and see what kind of people you get.

I'd try to steer you toward secondary markets in Texas (think Belton/Temple, Waco, Bryan/College Station, San Marcos, New Braunfels, etc.) over going to cheap markets in the Midwest.

Questions I'd have if I were in your shoes would be based around how the CAM expenses, management, taxes etc are going to work.
