To me, if someone is pre-qualified they will have more incentive to actively look for a property because of their rate lock and the pre-qual shows a level of commitment also.

My best advice, if you are serious about this property, is to make the 2-hour drive to come look at it before you commit to something that a beginner may not be equipped to handle.

I have never heard of this actually happening, though I have had someone approach me with the proposal, which I could not do and here's why: I'm going to assume you're want the house built for your needs, and especially with very little money down, there's no commitment from you that you're going to buy the house.
