If he says a simple rehab is gonna be 40K, it's 40K even if there are unforeseen issues he encounters...assuming they are not 10K over budget :-)

Sending vague information can be seen as a solicitation or "pretexting" under the color of some other matter that then leads to other solicitations, this is a touchy area.Need to spill some more beans, be more specific, what are the circumstances, are you the buyer, really are you the buyer, what is the purpose of contacting them, at what point are you contacting them, what are you asking of them??????
