If you buy something without a lease in place and rent comes in lower than expected you could lose money on the project.This is why for me to buy land not entitled it has to be dirt cheap so that I know if the premium tenants pass for the site and I am left with franchisees and unknown mom and pop tenants I can still rent out for lower rent and make good money.

Maybe she thinks she'll get out of some of the "expenses" by getting a home warranty but then you'd have to account for that premium, deductible, etc.

North/South you have gangs and shootings and even at the U street crime is now common (my stepson goes there now and sees groups of 10–15 kids running up and stealing bikes, robberies, etc) that combined with all the new student housing that has gone up and still has low occupancy makes us weary of long term investment in that area.Uptown, far North, far South, and NE are still in play, but with Mpls they have some risk and need to have a premium factored in.

In which case you'll need minimum 5% and will pay a CMHC or Genworth insurance premium which can be as high as 4% of purchase price. - Along with house prices, rental prices have dropped as well and haven't bounced back to where they were about 4 years ago. - You're unlikely to find a single family home that you could get to cashflow unless it's an absolutely incredible deal.
