I prefer other neighboring cities that are easier to work with personally.Joshua Tree is not incorporated and therefore has no ordinance of it's own, but is under the jurisdiction of San Bernardino County.  

In the Chicago area you should look up the Chicago CIA (Creative Investors Association) It is run by Jane Garvey and her group is a chapter with the National Real Estate Investors Association.
