When any house has public water, how can I check monthly charges for water?

I can't argue that the area isn't full of potential with very good schools.

My background in real estate/rehabs has been full gut job remodeling houses that my parents have lived in as well as remodeling my current home, at one point I was a mortgage loan originator (helps knowing how mortgages/financing works), and I'm currently in the process of getting my home inspection certification to help identify issues for my own benefit was well as generate additional income.  

And you sign a lease for the full year.

Area standard is What's left of the current roll and one full back up roll per bathroom.

I have tried using the public records online but it doesn't seem that they list either of those addresses.

House is in one of the best school districts, and in one of the better neighborhoods. it is a 4/3 with 3200 square feet, on a full basement that is not finished but stubbed for bath. 

If there's a way to collect the fee and run Credit check / Background check, that would be a great tool for an investor who is not full time yet (such as myself).

I would expect $1,500-$2,000 for a half bath and $3,000-$4,000 for a full, maybe a touch more for a master.  

Why not get a full time job as opposed to waiting so long to make a few bucks?
