I also would not purchase anything that had a tenant who was making frequent complaints to the housing department, and finally I would need to do a lot of research to purchase anything that had illegal units on it.

It takes some time and effort, but you can meet both investors and trustees/substitute trustees on the courthouse steps in person....that is a slow process, but if they see you frequently, you may be the only agent there courting their business...or one of a handful.
