These criminals are taking housing away from Americans and driving up prices. 

Before I take an application I tell the person I am going to do a full criminal and credit check.  

You should have it published exactly what your criteria for a tenant are- credit score, income, criminal history, etc, so anyone who inquires should already have a good idea if they qualify or not.

Did you realize you can be criminally prosecuted by the attorney general's office at that point?

I hear about how horrible LA is and from everything I'm reading its basically trying to solve its homeless situation by burning the landlords via moratorium extensions and calling credit scores unequitable so landlords can no longer use them just like employers can't screen for criminal background. 

Even if you do live in a "landlord friendly" location the eviction itself could be uncertain depending on the District Justice involved in the case.
