My experience has been HOA protected properties have a clearly defined maintenance and operating arrangements that all equity holders know of in advance and benefit from the maintenance.The encumbered properties without HOA were a nightmare.

For the few that pay in cash they make arrangements to get the money to me or sometimes if they see me at the property they will pay me if they have the cash.
