Also, would be interested in the age,square footage,and materials as a reason for the discrepancy between appraisal and reconstruction cost.People complain to me about reconstruction estimates on brick row homes, but to replace it at today’s material+labor prices (massively inflated and not at the bulk scale as when they threw up blocks of them) as well as bring it up to code (assuming Ordinance and Law Coverage) really is different than market value.

Overall, they are okay neighborhoods unless house is in a bad block.

I would on my headphones and walk around the block for 45-60 minutes each time.

Small $60 HOA for the subdivision - there's a common space community area and pool for surrounding neighborhood 1.5 blocks away from property.

You also have access to resources like RPR which can help with block values, comps, etc.

hmm mental block) in TX.Sounds like you haven't spent any time calling craigslist + zillow FSBOs or else you'd know that there are is at present a multi year low in leads. 

My family and I own several single family and small multifamily properties all on the same block in Jasper, AL.
