We are concerned about property taxes so need to find something that won't blow up the property tax bill assuming house prices continue to rise 20-25% per year for next 5 years. 

I had $30K in credit card bills last year and decided enough was enough.  

I have a flip in Louisville KY that we are a few weeks out from putting it on the market, but the past owner has an overdue account balance on his water bill for $300.

You might run into adequate HVAC capacity and needing to run additional ductwork (then determining a pro-rata billing set up perhaps) or even an additional unit with separate water meter just the same. 

There are numerous other requirements to qualify for loans.

Or, just stick to my guns and charge him for the repair out of the security deposit, and bill the small difference.

Keep in mind the 5/2 rule so you don't get hit with a huge tax bill. 

The other concern would be if you pay utilities, this will increase water and electric bills.
