Study that case that Rick mentioned- State of CA v Aguayo.I think in that case (State of CA v Aguayo) one of the State's arguments was that when the defendants changed the mailing address to have the tax bills go to another address it altered the opportunity for the "property owner" to pay taxes.  

I took a look at the property and it has structural issues and many code violations.
